1What is the Foreigners Identity Management System (FIMS)?
The Foreigners Identity Management Systems (FIMS) project is a Public-Private Partnership between the National Identification Authority (NIA) and Identity Management Systems (IMS) to register and issue foreign nationals secure, biometric and multipurpose smart ID cards called the Non-Citizen Ghana Card. This project provides foreign nationals the legal identity to access e-government and e-commerce services.

  • A foreign national who is cumulatively resident in the country for at least ninety (90) days in any calendar year
  • All foreigners aged six (6) years and above

The following foreign nationals are exempted;

  • a diplomat
  • employees of the United Nations or an agency of the United Nations
  • the spouse or dependent of persons specified above

Applicant is then instantly issued a Non-citizen card which signifies the completion of the registration process.

  • A visa or residence permit 
  • Birth Certificate certified or validated by the applicant's country's Embassy 
  • An Oath of Identity form(s) obtained through the vouching process. Kindly note that vouching must be before a Commissioner for Oaths.

Yes, the fee for the Non-Citizen Ghana Card is One Hundred and Twenty Dollars (USD 120.00) or its cedi equivalent for first-time issuance.
